Maybe they are worried the exact positions or orbits of the satellites could be triangulated by hostile regimes from the bollide confirmation data coming from these satelites. I don't mean from the downlink signals, what I mean is if data for any given bollide is in the public domain and the US Milsat designation that confirmed the bollides is also known, well then one could calculate an approximate orbit. ie if Milsat A is known to have provided confirmation data for Bollide X, Y and Z, then they could figure out the orbit needed for the milsat to have been able so see those 3 bollides.....if ya catch my drift. Thats my theory anyway.
