To answer the original query, I'd be very surprised if the Lidl camera was anywhere near as good as the Toucam Pro or LPI.
Rather than spending your money on the Lidl webcam and then buying a a decent webcam later, I'd suggest you buy the real McCoy now and save the 17yoyos for something else. Just mho.

Be careful here! The link above is for the Toucam Fun II. When I saw this for €53.99 I rushed to purchase, but then thought I'd better check it out.
The Toucam Fun II pack according to the Philips site has a PCVC830K/00 camera which uses a 1/3" CMOS sensor, even though it's billed as containing a Toucam Pro II.
The camera you actually want is a PCVC840K/00 which uses a 1/4" CCD sensor.
So - before parting with readies check out the part number. Don't rely on the name Toucam Pro II, this name seems to be used for more than one model type.

The Phillips Toucam Pro (must be the pro version) is relatively cheap from www.pixmania.ie

The ToUcam pro is no longer available and has been superceded by a new version though no difference in quality...
