I think it is more China, Japan and India in the new space race with the recent launch of Japanese mission to the moon and India planning a mission to the moon next year.
It will interesting to see who quickly the new space race school catches up with the old school of the US, Russia and Europe.

Just my 2 cents

Doubt it, Bush kept cutting their budget in favour of the military yet declared a manned mission to the Moon, and then Mars by 2025.

What's the point?

It most certainly is NOT about science.

The vast bulk of the populations of India and China live in direst grinding poverty.

Like the first Moon Race, a lot of this is empty political posturing.
