Considering we're getting close the the Lyrids (April 22nd), the only shower worth mentioning between the Quadrantids (January) and the Perseids (August), I'd say it's a hoax myself! But, if he has to have a steel girder reinforced roof put on the house, why doesn't he just move!

His neighbours probably don’t know that the stones they are throwing are from an unrecorded meteorite fall.
They only throw them in the rain because they are sure he would be inside when it is raining.

Throwing stones from the top of the atmosphere seems to be a bit low-tech for inter-stellar Aliens.
Why don’t they just zap him with their Ray-Guns and have done with it.
(Just like they do in all the best 1950s movies) .

Hay, don't knock your bog-standard low-tech kinetic harpoon (a 4lb lump hammer accidentally dropped from your flying saucer whilst out fixing a dent in the body-work after your blond assistant does a fender-bender putting your star-trolly into a parking orbit.) Mass x velocity squared releases a shed-load of energy if your 4lb hammer happens to be travelling at a couple of hundred thousand miles per hour!
