Changes made to New Topic Notification System

I have edited the New Topic Notification System so that it only sends out emails to people who have bothered to confirm their registration.

My reason for doing this is to save bandwidth. No point wasting it on the spammers who we keep getting!

If you notice any funny behaviour in the system please let me know,

I will also be installing a visual confirmation system over the weekend which should dramatically reduce the amount of spammers we get in here.
