Well at least they are just putting up money rather than offering to write the software.
Interesting to see Dr. Leo Blitz as the person in charge. I wonder how much time this project will spend looking for extra terrestrial life and how much studying molecular hydrogen clouds which is one of Blitz's main interests. (eg. arxiv.org/abs/astro-ph/9803251 ) . From the quote at the end of the article it seems that HVC's will be the main focus, and we really could do with more data there. (I almost have an article for Orbit ready on HVC's if you want the summary rather than reading the papers :) )
