I'd say some pedant decided that "Fly-by" is inappropriate because a spacecraft is not technically"flying".
This sort of "pc" thinking is common in America.
Recently they redefined "hunger" as "food insecurity".

And,as we all know, they redefined "planet" because two committes argued about whose baliwick newly discovered bodies came under.
