There's a very interesting discussion as the result of an "invited presentation" by dgruss on Halton Arp's work (relation of quasars and low-redshift galaxies). It's a good introduction and goes into some concepts deeper as questions come up.
Dave Russell thinks for himself, agrees with Arp on some things but not all his explanations. He keeps a strong focus on his own observational work. The discussion seems to go in a direction of some combination of plasma + gravitation in galaxy & star formation.

Arp is regarded as a complete outsider by the bulk of the Cosmology Community.
He does not believe in the "redshift-distance" relationship for instance:

After he is gone he will probably be best remembered for his Atlas of Peculiar Galaxies.

I got sky&telescope today where a letter to the ED pointed out that the magazine was wrong about stating that 2 side by side galaxies of differing red shifts were unrelated when in fact you can see a physical link in the enhanced version of the image.
Its a real pity that certain sections of the scientific community are ignoring such a blatant observation such as this physical linkage.
They should look at it from the point of view that if they discover what's really happening with these objects, they'd be king of the hill.
