Not really sure what the answer is to that I'd imagine it comes back to gravity!!! but here is an interesting site which shows you how to calculate the cycle...

You will also see a reference to "Saros Cycle" and I think it is closer to 18.5 years rather than 19 years.

I think 8 Venusian 'years' corresponds almost exactly to 5 Earth ones, which in some way explains the periodicity of the Vunus Solar transits - 2 eight years apart followed by 100 year gap.
