would consider issuing planning guidance to Planning Authorities regarding light
pollution.

Minister for the Environment, Heritage and Local Government (Mr. Cullen):
Officials from my Department have met with the National Committee for Astronomy and Space Research of the Royal Irish Academy to discuss light pollution.
Further consideration will be given to the issue of guidance to planning authorities following completion of these consultations.
This meeting happened a couple of weeks ago apparently. I was told about it afterwards by Mike Redfern (NUIG and chair of the committee), and apparently someone from the IAS was there (thanks for telling me guys...).
There are due to be further meetings and I've asked Prof. Redfern to keep us posted on events and offered to take part in any discussions.
