I'm not particularly convinced that the declaration means anything really.
Last September in Stuttgart the 3rd European Symposium on light pollution was held, this was an International Dark Skies Event so its hardly surprising that the members thought light pollution was bad
There is talk about having another declaration at this years conference, though I havent been paying much attention to the discussions.
