Wow! That sounds very optimistic.

I had a visit tonight from the Green councillor I contacted...
....He sounded sympathetic to my concerns so I'm hopeful that something will result from this and the problem sorted.

Lots of luck! I tried contacting ALL the Dun Laoghaire/Rathdown councillors in an effort to have some unnecessary road lights removed or shaded and the only one to reply to me was Dennis O'Callaghan. Not a peep from the Greens! I reckon they've sold out now that power has gone to their heads!
Phil.
I've decided to contact my local Green councillor in the hope that he might be able to do something. Remember there's local elections in the summer.

Programming today is a race between software engineers striving to build bigger and better programs, and the universe trying to produce bigger and better idiots. So far, the universe is winning.

An update:
The engineer did not arrive, big surprise there, I contacted my councillor by e-mail last Monday, and have yet to hear a reply. I've rattled off another e-mail this evening, if I get no reply then I'll visit his clinic to see if I can get some answers.
Things started out promising, but it looks like it's all going as expected, still, there's always hope, and a slingshot.

I got a visit from Green Councillor Tom Kivlehan this evening, he informed me that the engineer was out to view the light. There are more lights being worked on in the area and when the work crews are back they will look at ways to change the angle so that it is pointing more towards the ground. He also told me he will be in the council chambers on Monday night and will see what progress has been made.
Keeping my fingers crossed, though it doesn't look like there will be any kind of cowl or shield, still, we'll see what happens.
