Found a leaflet about this in the sun-earth day pack from NASA.

It's a project to observe very low frequency radio waves. At this frequency lightening for example can cause a variety of distinctive radio noises.

The website is image.gsfc.nasa.gov/poetry/inspire/ which has more details and a link to where you can buy a radio kit for $95.
