Requires installing a couple of other things to get it working on windows, but the instructions were fairly straightforward iirc.

you could try registax i think they still have a free version
or k3ccd tools they also may still have a free version

The gimp is definitely the way to go. It is also cross platform so no matter what OS you end up using in the future the GIMP will still work!
I use it on Linux and Mac OS X and if I still used Micro Shite software I'd use it on Windows too.

Did I mention that I'm using XP at home mainly now? Its ok when viruschecked/firewalled/ad-blocked/real-time-registry-checked to the hilt. cygwin makes life possible, and if I ever get the hang of jave web start I;ll be sorted!
back to gimp:
for windows go to gimp-win.sourceforge.net/
Specifically to gimp-win.sourceforge.net/stable.html
download the GTK+ first, then gimp.
Its like photoshop with all the tools in the wrong places!
