From the article I make it in the general location of HP 13448 (I'm using Stellarium) if this location is correct (I think it is) it appears to rise at about 01:15 and by about 03:00 it's nicely positioned.
EDIT: Assuming of course you can see and of the bloody sky :x
Comet W1 Boattini Now Visible For Northern Skies was created by artyfarty
Fresh from its trip around the Sun and still holding a respectable 5.5 magnitude puts Comet W1 Boattini right in the ballpark of being visible without optical aid, but its size makes it invisible against dawn's glow. But don't be discouraged. If you have a decent southeastern skyline, you can catch Boattini with even small binoculars!

I had a look at its elements and it looks like you'd need a good clear

Thanks for posting John. Frank, your sentiments sound correct (what I was thinking as well). Around this time of year, even if we get a clear sky, there is still quite a bit of haze lingering in the air most nights, not to mention the dusk-to-dawn twillight glow along the horizon. Still, the next clear night that presents an opportunity...
