I'm not sure they can or will. I'm sure I read somewhere that when fully operational they'll be pumping out something like 1TB of data per night - that would be really hard to divvy up. Besides, the data will *have* to be analysed - you can't rely on amateurs (unpaid) to do that. Also, their funding is from government/military sources - I'm sure they'll want to *scrub* the data before its is released, even internally...
Still, I'd be hopeful that archive data would become available for use by the wider community at some point (e.g. like the DSS).

Yeah anything like that with military funding will not divulge any data to anybody let alone amateurs. Sure LINEAR wont even supply the Minor Planet Centre with data apart from discoveries and NEO candidates.
