Observatory codes - change in MPC email address was created by dmcdona

Just noticed this from Herbert Raab (Astrometrica):

As announced on MPEC A21, a new e-mail address for submissions of observations was installed by the MPC.

The new address is <obs@cfa.harvard.edu>. The cut-off date for submissions to is March 1, 2013.
