I'm not debating the above point, I just feel it should be clarified.

Does this refer to software used to generate the site/contents? For example, does this mean Photoshop is ruled out?

I think a list of conforming software (or non-conforming software!) would be useful for potential contributors. This would prevent frustration if someone produces something using software which doesn't comply.

No, it only refers to the end product. Take as an example the specifications for the new logo. All that matters is that the files for the logo must be in one of the formats specified in the thread. HOW they get created is irrelevant, as long as the output is in an open format.

From now on I am going to be very explicit about formats in all my requests, making it as clear as possibel what exactly is needed so people can use any software they like as long as they can provide the product in a usable format.

My reading on that is to take 'dependant' literally.

Using photoshop to create jpg images etc. is fine, but having the main images for the site stored only as .psd files (or whatever the photoshop format is) is not fine, as that would mean the next person to change them would need to get photoshop.
