create new topic always goes to general forum

If I open a thread in the astrophotography forum, as in my recent sticky post and I press create topic, it creates a new topic in the general forum and not it the astrophotography forum (it would be a neat way for someone to quickly respond to a locked thread).
I would have thought it would be in the forum that you press the button in?
