Albert - do you know how much heat these units put out?
Guessing from the apparent size that's a 500W lamp. Totally overkill for that location. The ILE advise a 150W for security, but given the area it needs to illuminate I think a 18W CFL would do the job. It's ahrd to tell if there is a motion sensor there; even if there is you need to ask you is going to notice; is this on a street where people are walking by?
The current configuration looks like it will be of most benefit to smoking workers in the winter! I have a 500W light like this on a tripod for working in the garage. In winter it provides more than enough light AND heat for me to tinker even when its freezing outside.

is this on a street where people are walking by?
It's a lane at the back of one office by what I think may be the fire escape and the back of our office.
I'll have a closer look to see if there is a motion sensor.

Google seem to have moved it... fixed again
Still nothing for me Al. Clicking on Michael's link is no problem, and right-clicking on the broken image and selecting 'View Image' does work. Strange...

I'll think I'll use flickr in future. it seems to be a bit better at this sort of thing.
