That is just a stunning image, it would be the ideal starting slide for any talk on oberving or sidewalk astronomers or anything like that.

this picture got me confused, this cant be many sec exsoured?
No star trails
terrestial objects is not blurred out? Like the powercord roof antenna (so its not guided eighter?)
is the 300d that light sensitive that this isnt exposed so long and is not guided?

this is info on pic..As I did not take it, I can just give you the info I have
30 sec at 1600 ISO, 18mm lens, at f4, Canon 300D
Pic was just resized to 25% and neat image used to reduce noise.
