hmm, just my two cents but I would have thought that Elements is still OK.
It's far cheaper than the full Photoshop and does most things quite well. Although if you're going to be processing raws and working in 16-bit you're better off with the full Photoshop. Of course there are a few things completely missing like guides and curves but it still does everything I need myself.
