I wouldn't be so sure about that, imagine the explosive decompression.A single bullet hole would not "down" the ISS.
Ever heard of little Hans the Dutch boy who put his finger in the Dyke and saved all of Holland?
After watching aircrash investigations on discovery, a small hole is enough to cause a big panel to blow off the side of a plane, if that happened to the ISS with the almost perfect vacuum of space, it would be curtains for the crew.

sounds like a throwback to the cold war with a fear of landing behind an enemies border
I doubt that's the real reason. It's probably to have a backup plan if one of the crew members suddenly turns on others and threatens to ruin a multi billion dollar mission.

I don't think "ISS" and "landing" should be used in the same sentence!

what i meant was, it sounds like a throwback to the 60s thats not needed now. I guess theyve always carried one since the early days.
